The Cabinet of Antigua and Barbuda commenced its weekly meeting on Wednesday with prayers led by the Cabinet Secretary, whose meditation focused on the scriptural passage taken from Joshua 1:9.
Drawing from the words, “Be strong and of a good courage; be not afraid, neither be thou dismayed: for the Lord thy God is with thee whithersoever thou goest,” the Cabinet Secretary reflected on the importance of courage, faith, and perseverance in leadership and national service.
The meditation reminded members that leadership often requires difficult decisions, resilience in the face of challenges, and unwavering commitment to the welfare of the people. Cabinet members were encouraged to remain steadfast and courageous as they carry out their responsibilities in service to Antigua and Barbuda.
The Cabinet Secretary emphasized that true strength is found not only in authority and decision-making, but also in faith, unity, and a willingness to lead with integrity and compassion. He urged members to remain focused on the nation’s progress and to approach their duties with confidence, wisdom, and determination.
The presentation further highlighted the assurance contained within the scripture that God’s presence remains with those who lead with righteousness and purpose. Members were reminded that through faith, discipline, and collective effort, challenges can be overcome and meaningful progress achieved for the benefit of all citizens and residents.
In his concluding prayer, the Cabinet Secretary asked Almighty God to grant the members of Cabinet courage, wisdom, and discernment as they undertake the important responsibilities of governance. He prayed that they would remain united in purpose, steadfast in service, and guided by integrity in every decision made on behalf of the people of Antigua and Barbuda.
He further prayed for God’s continued blessings upon the nation, asking for peace, stability, protection, and prosperity for all the people of Antigua and Barbuda.

The Cabinet of Antigua and Barbuda continues to closely monitor several emerging global public health concerns, including the spread of the Ebola virus in parts of Africa, and has reiterated its commitment to protecting the health and safety of the people of Antigua and Barbuda through strengthened border control and public health measures.
During Wednesday’s meeting, Cabinet reviewed ongoing developments relating to Ebola and other serious infectious diseases currently affecting certain regions internationally and reaffirmed the Government’s policy of maintaining heightened vigilance and preparedness.
Cabinet assured the public that the Ministry of Health, the Port Health Unit, and other relevant national agencies continue to advance the country’s preparedness capabilities and response protocols to effectively address any potential public health threat.
As part of the Government’s precautionary measures, Cabinet reiterated its existing policy that no visa waivers will be granted to individuals travelling from any African country.
Additionally, persons applying for visas to visit Antigua and Barbuda from African nations will be required to disclose their travel history for the preceding forty-five days as part of the visa application and screening process.
Cabinet further advised that individuals who have recently travelled to countries or regions affected by Ebola or other known serious viral outbreaks will be denied entry visas in the interest of safeguarding public health and national security.
Members of Cabinet emphasized that these measures are precautionary in nature and form part of the Government’s broader strategy to reduce potential risks associated with the international spread of infectious diseases.
Cabinet views the developments in Africa and other affected regions as a serious matter and will continue to monitor the evolving situation closely while maintaining communication with regional and international public health agencies.
2. The Cabinet of Antigua and Barbuda has approved a proposal from the Minister for Health, Wellness, the Environment and Public Service Affairs, the Hon. Michael Joseph, aimed at strengthening the country’s response to autism and other neurodivergent disorders through the establishment of a specialized Cognitive Behavioral Centre.
During his presentation to Cabinet, Minister Joseph provided an overview of the current status of autism care and support services in Antigua and Barbuda and highlighted the significant challenges faced by many families in accessing adequate treatment, therapy, and developmental support for persons living with the condition.
The Minister advised Cabinet that many parents and caregivers continue to experience considerable emotional, financial, and social strain due to the limited availability of specialized services and trained professionals within the country.
In response to the growing need for comprehensive support systems, Cabinet approved the Ministry’s plans to establish a Cognitive Behavioral Centre dedicated to the early detection, assessment, and treatment of autism spectrum disorder and other neurodivergent conditions.
Cabinet was informed that the Ministry has already commenced a targeted recruitment drive to secure qualified professionals to staff the centre, including an occupational therapist, a speech pathologist, and a neurological psychologist.
The proposed facility will provide specialized interventions and support services for children and adults diagnosed with neurodevelopmental disorders, while also offering guidance, counselling, and educational support to parents and caregivers.
Minister Joseph emphasized the importance of early diagnosis and intervention in improving developmental outcomes and enhancing the quality of life for individuals living with autism and related conditions. He noted that the establishment of the centre forms part of the Government’s broader commitment to expanding access to specialized healthcare services and ensuring that vulnerable families receive the support they need.

3. The Cabinet of Antigua and Barbuda has approved a major initiative by the Ministry of Health, Wellness, the Environment and Public Service Affairs aimed at significantly expanding access to advanced and modern eye care services for the people of Antigua and Barbuda.
The announcement was made following a presentation by the Hon. Michael Joseph, Minister for Health, who updated Cabinet on the Ministry’s ongoing efforts to strengthen ophthalmological services and improve healthcare outcomes for individuals suffering from serious eye conditions.
Cabinet was advised that the Ministry is in the advanced stages of finalizing a Memorandum of Understanding (MOU) with the World Eye Mission of the United States of America, which will facilitate the introduction of free corneal replacement surgeries in Antigua and Barbuda within the coming months.
The Minister reported that, in the first instance, five corneal replacement surgeries are expected to be performed under the programme, bringing life-changing treatment to patients who may otherwise have had to seek expensive medical care overseas.
The proposed collaboration will also provide for the introduction and expansion of other complex eye surgeries and specialized ophthalmological services designed to improve access to high-quality eye care for citizens and residents throughout the country.
Minister Joseph noted that the initiative forms part of the Government’s broader vision to modernize healthcare delivery and ensure that advanced medical services become increasingly accessible within Antigua and Barbuda.
Cabinet welcomed the initiative as a transformative step in the continued enhancement of the nation’s healthcare system and expressed full support for the Ministry’s efforts to establish strategic international partnerships that directly benefit the population.
Members also noted that the programme is expected to reduce the financial burden on patients and families who traditionally have had to travel abroad to access specialized eye surgeries and treatment.

4. The Cabinet of Antigua and Barbuda has expressed its full support for an ongoing national security initiative aimed at enhancing public safety through the installation of surveillance cameras at strategic locations across the country.
The update was provided to Cabinet by the Hon. Melford Nicholas, Minister responsible for Information Communication Technologies, who advised that the Royal Police Force of Antigua and Barbuda has commenced the installation of security cameras as part of the Government’s wider efforts to strengthen national security infrastructure and improve crime prevention and detection capabilities.
Minister Nicholas informed Cabinet that the installation programme will continue over the coming months, with over 200 cameras being deployed at key strategic points islandwide to achieve maximum surveillance coverage and operational effectiveness.
Cabinet was advised that the initiative forms part of the Government’s commitment to utilizing modern technology and digital systems to support law enforcement efforts, enhance public security, and create safer communities throughout Antigua and Barbuda.
The expanded surveillance network is expected to assist the police in monitoring criminal activity, improving investigative capabilities, supporting traffic management operations, and strengthening overall emergency response coordination.
Cabinet welcomed the initiative and reaffirmed its commitment to providing the Royal Police Force of Antigua and Barbuda with the technological tools and resources necessary to effectively carry out its mandate of protecting lives and property.
Members also noted that the installation of the cameras represents another important step in the Government’s broader strategy to modernize national security systems and improve public confidence in community safety initiatives.

5. The Cabinet of Antigua and Barbuda extends its deepest condolences to Lady Mahasen Hadeed, brother Radwan and Joseph, Sister Lialia and nephews Francis and Andrew, the Hadeed family, relatives, friends, and the many individuals across Antigua and Barbuda and the wider Caribbean who mourn the sudden passing of Sir Aziz Hadeed, KCMG, CBE, former Senator, former Cabinet Minister, distinguished businessman, philanthropist, and national development advocate.
The passing of Sir Aziz represents a profound loss to the nation. He was a towering figure in the business community whose life was defined not only by extraordinary entrepreneurial success, but by an unwavering commitment to service, philanthropy, and national advancement.
Sir Aziz devoted decades of his life to the development of Antigua and Barbuda through both public service and private enterprise. As a former Senator and Cabinet Minister, he brought wisdom, integrity, vision, and practical business acumen to the service of the country. His contributions to national policy and development transcended political administrations and reflected a deep and abiding love for Antigua and Barbuda.
As Chairman of the Hadeed Group of Companies, Sir Aziz helped to build one of the most successful and respected business enterprises in the Americas, extending into Trinidad and Tobago, Barbados, Jamaica , Guyana and the United States. Yet despite his accomplishments in commerce and industry, he remained grounded, approachable, and deeply connected to the people of this nation.
Cabinet recognizes that Sir Aziz’s greatest legacy may well be found in his extraordinary philanthropic work and his steadfast belief in empowering others through education and opportunity. His transformative leadership as Chairman of the University of the West Indies Five Islands Campus Council helped guide the institution through its formative years and contributed significantly to its expansion and success. Through personal scholarships and financial contributions, he opened doors for countless students who otherwise may not have had access to tertiary education.
His generosity extended far beyond education. During the COVID-19 pandemic, Sir Aziz provided substantial support to vulnerable families through food assistance programmes and utility support initiatives, helping thousands of households during one of the nation’s most difficult periods. He also made significant contributions to healthcare, youth development, sports, culture, and the arts, often doing so quietly and without seeking recognition.
Cabinet further recalls with pride the recent conferral of the Most Distinguished Order of St. Michael and St. George upon Sir Aziz by Prince William at Windsor Castle in recognition of his outstanding contributions to national development, education, philanthropy, and community service. The honour reflected the high esteem in which he was held both nationally and internationally.
In recognition of his exceptional service and enduring contribution to Antigua and Barbuda, Cabinet has agreed to accord Sir Aziz Hadeed an Official Funeral.
The Government and people of Antigua and Barbuda join together in paying tribute to a remarkable patriot whose life embodied generosity, humility, enterprise, and service to humanity.
May his soul rest in eternal peace, and may his family find comfort and strength in the immense legacy he leaves behind.
6. The Cabinet of Antigua and Barbuda has approved a major water and agricultural infrastructure initiative presented by the Minister for Agriculture, the Hon. Anthony Smith, aimed at strengthening national food security and supporting farmers through the continued development of the Government’s dam construction and rehabilitation programme.
Cabinet was advised that construction of the dam in the Table Hill Gordon area is nearing completion and is expected to significantly improve water availability for surrounding agricultural activities. Members were further informed that additional work is currently underway on the construction of a major agricultural dam in Bethesda.
The Minister reported that the Bethesda Dam project is intended to serve as a flagship pilot initiative for the Ministry of Agriculture due to its strategic location within an area comprising more than fifty acres of agricultural lands with strong production potential.
Cabinet welcomed the initiative and noted that the project forms part of the Government’s broader efforts to modernize agricultural infrastructure, improve climate resilience, and reduce the challenges faced by farmers during periods of drought and irregular rainfall.
The expected outcomes of the project include improved water storage and irrigation capacity for farmers, increased agricultural productivity, and the rehabilitation of underutilized agricultural lands into productive farming areas. The initiative is also expected to strengthen domestic food production, support the cultivation of crops such as pineapples, vegetables, and fruit trees, and reduce the nation’s dependence on imported food products.
Cabinet further noted that the Bethesda project is expected to support the Ministry’s expanding tissue culture programme by providing field areas for crop demonstration, planting material multiplication, farmer training, and climate-smart agricultural practices.
The project is also anticipated to generate employment opportunities during both the construction and operational phases while creating new opportunities for youth involvement and farmer development within the agricultural sector.
Cabinet commended the Ministry of Agriculture for its proactive approach to improving water-resource management and reaffirmed the Government’s commitment to investing in sustainable agriculture, rural development, and national food security.
7. The Cabinet of Antigua and Barbuda has approved the appointment of two distinguished nationals, former Government Minister Samantha Marshall and former Opposition Senator and Minister Joanne Massiah, to serve as Ambassadors-at-Large as part of ongoing efforts to strengthen and expand the country’s diplomatic service.
Cabinet extended congratulations to both appointees and expressed confidence that their extensive experience in public service, governance, law, and national development will significantly contribute to advancing the interests of Antigua and Barbuda regionally and internationally.
Members noted that the appointments reflect the Government’s continued commitment to attracting qualified and experienced individuals to represent the country in specialized diplomatic and developmental assignments. Cabinet further indicated that both Ambassadors-at-Large will be assigned specific portfolios and responsibilities from time to time in accordance with national priorities and areas of strategic interest as determined by the Government.
Cabinet also advised that the appointments form part of a wider review and restructuring process currently being undertaken within the diplomatic service following the April 30 General Elections.
In keeping with established procedure, the tenure of all members of the diplomatic corps became subject to review following the elections, and Cabinet is presently engaged in assessing existing appointments while identifying individuals capable of effectively supporting Antigua and Barbuda’s foreign policy objectives, economic interests, investment promotion efforts, and international partnerships.
Cabinet emphasized that the strengthening of the diplomatic service remains an important component of the Government’s broader agenda to expand Antigua and Barbuda’s global presence, deepen bilateral and multilateral relationships, and pursue new opportunities in trade, tourism, investment, education, climate resilience, and international cooperation.
