Cabinet commenced its meeting with the customary prayer, led by the Pastor of the Church of the Nazarene, who reflected on Deuteronomy 17:18–20 and the sacred responsibility of leadership. The meditation acknowledged that God, in His wisdom, entrusts leaders with the solemn duty of governing and serving the people of Antigua and Barbuda.
Prayers were offered for divine wisdom and discernment to guide Cabinet members in their decisions, that they may remain humble, seek God’s direction, and exercise their authority with integrity and compassion. The Pastor also prayed for strength and unity among Cabinet members, for blessings upon their families, and for the constituents they represent across the nation.
Special prayers were further offered for God’s protection over Antigua and Barbuda during the 2026 hurricane season, with a call for the nation to remain steadfast in faith, prepared in spirit, and united in purpose.
The Prime Minister reminded Cabinet colleagues of the solemn commitment made to the electorate following the resounding mandate granted to the Government at the last General Elections. He emphasized that the confidence reposed in the administration by the people of Antigua and Barbuda carries with it an unwavering responsibility to deliver meaningful results and to remain focused on improving the lives of citizens.
1. The Prime Minister urged Cabinet members to continue serving the people faithfully, with diligence, humility and a renewed sense of purpose. He stressed that the Government’s agenda must be driven by tangible outcomes that directly benefit communities across the nation and reaffirmed Cabinet’s commitment to fulfilling the promises made to the electorate.
In outlining key priorities for the remainder of the term, the Prime Minister highlighted the Government’s ambitious infrastructure programme, noting that the administration is committed to completing no less than seventy-five percent of the nation’s road network within the next four years. He also pointed to plans to scale up preparations and infrastructure for Carnival, the Commonwealth Heads of Government Meeting and other major national events, expand and modernize street lighting across communities, increase tree planting and environmental beautification initiatives, and intensify efforts to create cleaner communities throughout Antigua and Barbuda.
Additionally, the Prime Minister advised Cabinet that the programme for the removal of derelict and abandoned vehicles from communities will continue as part of the Government’s broader strategy to improve public spaces, enhance community aesthetics, and promote a healthier and safer environment for all citizens.
Cabinet reaffirmed its collective resolve to honour the trust placed in it by the people and to continue advancing policies and programmes that support national development and improve the quality of life for all Antiguans and Barbudans.
2. Cabinet reaffirmed the Government’s unwavering commitment to expanding access to higher education and building a highly skilled workforce to support the continued development of Antigua and Barbuda.
The Cabinet recalled that, during the lead up to the recent general election campaign, the Government pledged to provide free university education for eligible students pursuing studies at the University of the West Indies (UWI) Five Islands Campus. This commitment was made in recognition of the transformative role education plays in social mobility, economic growth, and national development.
Consistent with this pledge, the Government has already instituted a policy of free tuition for students pursuing CSEC subjects and students attending institutions under the Antigua and Barbuda College of Advance Studies and remains committed to removing financial barriers to tertiary education. Cabinet therefore agreed that:
1. Free tuition will be available to students pursuing their first undergraduate degree at the UWI Five Islands Campus, subject to established eligibility requirements.
2. Students pursuing postgraduate and professional degrees shall continue to bear the cost of their tuition, except in areas where the Government may determine that national development priorities warrant special support.
3. Recognizing the strategic importance of legal education, Cabinet agreed that students enrolled in law programmes at UWI Five Islands will receive Government assistance of up to 50 per cent of tuition costs.
Cabinet further established a sub-committee comprising the Minister for Education, the Minister responsible for Social Transformation, and the Minister for Information Communication Technology to engage with the administration of the UWI Five Islands Campus.
The committee is tasked with identifying programmes and partnerships that align with Antigua and Barbuda’s national development agenda and to support the continued expansion of the campus.
Special attention will also be given to the development of technical and professional programmes, including associate and degree programmes in areas such as engineering, construction management, project management, and other disciplines essential to the country’s economic transformation. Cabinet noted that collaboration with institutions such as the Antigua and Barbuda College of Advanced Studies (ABCAS) will be explored to create clear educational pathways for students seeking technical qualifications.
Cabinet emphasized that the Government’s investment in education is an investment in the future of Antigua and Barbuda. The policy framework adopted seeks not only to honour the promises made to the electorate but also to ensure that the UWI Five Islands Campus evolves into a premier institution capable of meeting the educational and workforce needs of the nation and the wider region.
3. Cabinet has commenced discussions on expanding the scope of the Windfall Tax to encompass all businesses operating in Antigua and Barbuda that earn annual profits of EC$1 million or more.
Under the current legislative framework, the Windfall Tax applies exclusively to the telecommunications, banking, insurance, and energy sectors and imposes a ten percent levy on profits of EC$1 million or more. Cabinet is now examining amendments to the existing regime that would broaden the tax base to ensure that all highly profitable enterprises contribute equitably to the nation’s social and economic development.
The discussions centered on the growing investment being made by the Government in education and human capital development. Cabinet noted that Antigua and Barbuda has embarked on an ambitious expansion of its tertiary education sector, which includes continued support for the University of the West Indies Five Islands Campus as well as the institutions that comprise the Antigua and Barbuda College of Advanced Studies (ABCAS), namely the Alister Francis Campus (AFC), the Eustace Hill Campus (EHC), the Muriel O’Marde Campus (MOC) and The Harrison Centre.
Cabinet considered that as access to higher education continues to expand and as the Government invests significantly in facilities, programmes and student opportunities, it is appropriate to explore innovative and sustainable financing mechanisms to support these initiatives. The proposed expansion of the Windfall Tax is therefore being examined as one possible means of generating dedicated revenue to strengthen and sustain the country’s educational institutions.
The matter will continue to be deliberated in subsequent meetings of the Cabinet, with careful consideration being given to the legal, economic and social implications of the proposed changes.
When Cabinet ultimately agree on amendments to the Windfall Tax regime, the necessary legislative proposals will be brought before Parliament for debate and consideration.
Cabinet reaffirmed its commitment to ensuring that the nation’s economic growth is shared broadly and that investments in education remain a central pillar of Antigua and Barbuda’s development agenda.
4. Cabinet was informed that negotiations between the Government of Antigua and Barbuda and Sandals Resorts International regarding outstanding tax obligations have been successfully concluded, resulting in a settlement agreement valued at EC$6.5 million.
Cabinet welcomed the amicable resolution of the matter, noting that the settlement reflects the Government’s commitment to prudent fiscal management while maintaining strong partnerships with investors who contribute significantly to the country’s economic development.
Cabinet further agreed that EC$5 million from the settlement will be allocated to commence the long-anticipated Renaissance Park Development at Fort James. The project is envisioned as a transformative recreational and tourism hub that will enhance the historic Fort James area and provide new opportunities for leisure, commerce and community engagement.
Plans for the Renaissance Park include the development of a marina, an amphitheatre, pool and bar facilities, boutique hotel accommodations, Airbnb-style properties and commercial retail spaces. Cabinet was advised that surveys and preliminary assessments for the project are currently underway.
In related discussions on urban renewal and national development, Cabinet was informed that work on a number of housing office complexes is expected to commence shortly. Cabinet also reviewed ongoing efforts to address urban decay and approved initiatives aimed at improving the visual appeal and functionality of communities across Antigua and Barbuda.
These initiatives include the installation of new directional signs, road signs and traffic signs throughout the country, financed through the Tourism Fund. Cabinet also agreed to accelerate the repainting and enhancement of road markings and to undertake upgrades to bus stops islandwide.
Cabinet expressed confidence that these investments will not only preserve and enhance Antigua and Barbuda’s historical and cultural assets but will also stimulate economic activity, improve public infrastructure and create new opportunities for residents and visitors alike.
5. Cabinet also held extensive discussions on the issues of water supply, internet connectivity and the impact of the ongoing oil crisis, and agreed on a number of measures aimed at strengthening national infrastructure and ensuring the continued delivery of essential services.
On the matter of water, Cabinet was informed that the Government, through the Antigua Public Utilities Authority (APUA), continues to make significant investments to improve the country’s water production capacity. Current production stands at approximately eleven million imperial gallons of water per day, with projections indicating further increases as additional infrastructure comes on stream.
Cabinet was advised that restoration work on storage tanks is progressing, with several tanks expected to return to service within the coming months. In addition, four water tanks located at the Air Force Base are being targeted for rehabilitation, while improvements to two existing tanks are expected to increase their combined output to approximately four million gallons per day.
Cabinet reaffirmed its policy of maintaining subsidized gasoline rates, noting that the subsidy at the pumps remains substantial and continues to provide relief to consumers. Members were further informed that APUA anticipates movements in number portability by July 2026.
With respect to internet and telecommunications services, Cabinet noted that discussions are ongoing regarding the establishment of an additional sub-station to enhance network reliability and service delivery. Cabinet also received an update on preparations for a broad bond initiative by APUA, which is intended to position the utility company to undertake major capital works and accelerate the implementation of its normal development programme.
Cabinet was further advised that work continues on the subsea cable project, a critical investment designed to improve redundancy, increase resilience and ensure the scalability of Antigua and Barbuda’s communications infrastructure well into the future.
On the issue of the oil crisis, Cabinet agreed that the Government will continue to closely monitor developments in the international energy market and pursue measures aimed at mitigating the impact of global price fluctuations on consumers and businesses. Cabinet reiterated its commitment to safeguarding national energy security while protecting citizens from undue economic hardship.
Cabinet expressed confidence that these initiatives, taken together, will strengthen the nation’s utility infrastructure, improve service delivery and enhance the quality of life for all residents of Antigua and Barbuda.
6. Cabinet welcomed separate presentations from officials of Cricket West Indies (CWI) and the Antigua and Barbuda Falcons on their respective plans for the continued growth and development of cricket in Antigua and Barbuda.
Representatives of Cricket West Indies outlined proposals for the establishment of a Cricket West Indies Campus in Antigua, which will include an international-standard cricket facility at its Coolidge location. Cabinet was informed that the initiative forms part of a broader vision to strengthen Antigua and Barbuda’s position as a premier centre for cricket, sports tourism and sports education in the Caribbean.
The delegation highlighted plans for the construction of a Cricket West Indies Campus, estimated at approximately US$6.6 million, with completion anticipated by March 2027. The facility is expected to include modern training amenities, upgraded technology, a cricket museum and a cricket simulator, while preserving and showcasing the rich heritage of West Indies cricket. Cabinet expressed its full support for the initiative and approved continued collaboration with Cricket West Indies to bring the project to fruition.
Cabinet also heard presentations on efforts to revitalize school cricket, particularly at the primary school level. Cricket West Indies emphasized the need for stronger collaboration between schools, the Ministry of Sports and national sporting organizations to rebuild the grassroots structure of the game. Cabinet welcomed the proposal and supported the development of programmes aimed at increasing participation among boys and girls and nurturing the next generation of West Indies cricketers.
The Antigua and Barbuda Falcons, meanwhile, briefed Cabinet on preparations for the upcoming cricket season, including plans for training camps, community outreach initiatives and programmes to support the physical and mental development of players. The Falcons stressed the importance of creating pathways for talented young Antiguan and Barbudan cricketers to access training and exchange opportunities in countries such as England, Australia and India. Cabinet endorsed these initiatives and encouraged the Ministry of Sports to work closely with the franchise and Cricket West Indies to ensure their successful implementation.
The Falcons also informed Cabinet of their recent engagement with Antigua and Barbuda’s Spanish-speaking community at the Sir Vivian Richards Stadium. The initiative seeks to broaden the fan base of the franchise and foster greater inclusivity by developing Spanish-language promotional materials, including a Spanish version of the Falcons’ theme song and targeted community outreach activities. Cabinet commended the franchise for recognizing the important role of the Spanish-speaking community in the social and cultural life of Antigua and Barbuda and welcomed efforts to make cricket more accessible and engaging to all residents.
Cabinet also held extensive discussions on the continued development of national cricketers Rahkeem Cornwall, Alzarri Joseph and Karima Gore. Recognizing their immense talent and their importance to the future of cricket in Antigua and Barbuda, Cabinet pledged to provide the necessary support and resources to facilitate their growth and advancement in the sport, including opportunities for specialized training, mentorship and international exposure.
Cabinet commended both Cricket West Indies and the Antigua and Barbuda Falcons for their vision and commitment to cricket development and reaffirmed the Government’s unwavering support for initiatives that will strengthen Antigua and Barbuda’s status as the home of cricket in the Eastern Caribbean and a leading sporting destination in the region.
7. Cabinet received an update on the progress of the Cancer Centre Antigua, a transformative healthcare initiative that will significantly enhance the country’s capacity to diagnose and treat cancer locally.
Cabinet was informed that following the acquisition of the property, the project encountered delays arising from legal challenges brought by previous owners. These matters required litigation and, while not yet fully resolved, sufficient progress has been made to allow work on the facility to proceed.
Refurbishment of the building is now nearing completion. However, the scope of the work proved to be substantially greater than initially anticipated, requiring extensive upgrades to the facility’s electrical systems, data infrastructure and specialized equipment. Additional delays were experienced due to the procurement of highly specialized components, including custom air-conditioning and chiller units required for the Linear Accelerator (LINAC) bunker. These systems are manufactured to specification and involve extended production and delivery timelines.
Cabinet was advised that a new Elekta Versa Linear Accelerator (LINAC) and an advanced Oncology CT Scanner, equipped with laser precision integration technology, have already been purchased and are awaiting shipment to Antigua and Barbuda. The equipment will be transported once the bunker is fully prepared to ensure immediate installation and commissioning upon arrival.
The Elekta Versa LINAC represents state-of-the-art cancer treatment technology. In addition to providing conventional radiotherapy, the system is capable of delivering Stereotactic Radiotherapy (SRT), an advanced form of treatment that administers highly concentrated doses of radiation with exceptional precision, minimizing damage to surrounding healthy tissue. This innovation has the potential to dramatically shorten treatment courses for many patients, in some cases reducing therapy durations from approximately three weeks to less than one week.
Cabinet further noted that the recruitment and onboarding of key clinical personnel are already underway. A Radiation Oncologist, Radiation Physicist and Radiation Therapist have all been identified and are currently being integrated into the programme to ensure the Centre is fully staffed and operational upon completion.
Cabinet welcomed the significant progress made on the project and expressed confidence that Cancer Centre Antigua will become a critical pillar of the nation’s healthcare system. The expectation is that the Centre will commence providing treatment services in early Fall, offering patients access to world-class cancer care at home and reducing the need for costly overseas treatment.
Cabinet reaffirmed its commitment to ensuring the successful completion of this landmark healthcare investment and to improving health outcomes for all citizens and residents of Antigua and Barbuda.
8. The Cabinet of Antigua and Barbuda has agreed to recommend Sir David Harrison as Chairman of The University of the West Indies (UWI) Five Islands Campus Council and, additionally, as Chairman of the Campus Endowment Fund.
Cabinet’s decision reflects Sir David’s exceptional record of leadership in business, philanthropy and education, and his longstanding commitment to advancing opportunities for young people both in Antigua and Barbuda and internationally.
Sir David is one of the United Kingdom’s leading entrepreneurs, with more than four decades of experience in business. He is the Chairman of the Newcastle-based financial technology and financial services company, True Potential LLP, one of the UK’s fastest-growing firms in the sector. Prior to this, he founded Positive Solutions, which grew to become the largest financial advisory firm in the United Kingdom.
Beyond his business achievements, Sir David has distinguished himself as a passionate advocate for education and social mobility. Through the Harrison Foundation and the Harrison Centres for Social Mobility, he has invested significantly in programmes designed to support disadvantaged youth and expand access to education and employment opportunities. He has established several Harrison Centres in the United Kingdom and the first overseas Harrison Centre in Antigua and Barbuda.
Cabinet also acknowledged Sir David’s extraordinary generosity to Antigua and Barbuda, including his support for educational and youth development initiatives and his substantial financial contributions to programmes aimed at empowering young people. Recent reports have highlighted his commitment to investing millions of pounds to support social mobility and educational advancement within the country.
In 2022, Sir David was conferred with the Knight Grand Cross of The Most Distinguished Order of the Nation by Antigua and Barbuda in recognition of his outstanding services to business, education and social mobility.
Cabinet expressed confidence that Sir David’s vast experience, visionary leadership and deep commitment to education will help propel the UWI Five Islands Campus to even greater heights as it continues to expand its role as the premier tertiary institution serving Antigua and Barbuda and the wider Organisation of Eastern Caribbean States (OECS). Established in 2019 as The UWI’s fifth landed campus, UWI Five Islands was created to broaden access to higher education across the Eastern Caribbean and has become a cornerstone of the Government’s vision for human capital development and regional leadership in education.
Cabinet believes that Sir David Harrison’s stewardship of both the Campus Council and the Endowment Fund will strengthen the institution’s governance, enhance fundraising efforts, and accelerate the realization of a bold and transformative vision for higher education in Antigua and Barbuda.
9. The Minister for Agriculture updated Cabinet on the continuing collaboration between the Ministry of Agriculture and the Inter-American Institute for Cooperation on Agriculture (IICA), which remains a critical partner in the Government’s efforts to reposition agriculture as a major pillar of economic growth, food security and climate resilience in Antigua and Barbuda.
Cabinet was informed that several initiatives are advancing under IICA’s 2025 Technical Cooperation Programme, with Antigua and Barbuda serving as one of the principal beneficiaries of regional projects aimed at improving agricultural productivity, strengthening disaster preparedness and enhancing food and nutrition security.
Among the flagship programmes is the Next Generation Sweet Potato Production in the Caribbean Project, being implemented jointly by IICA, the Ministry of Agriculture and the Caribbean Agricultural Research and Development Institute (CARDI). The project seeks to increase productivity and the utilisation of sweet potato genetic resources while improving food security. Activities include the introduction of improved planting materials, the testing of high-yielding and climate-resilient varieties, farmer training in good agricultural practices, and the strengthening of pest management systems to reduce crop losses. The initiative will also explore value-added opportunities, including the production of flour, mash and chips, while encouraging greater participation by women, youth and lead farmers in the development of a national sweet potato value chain.
The Minister also highlighted progress under the Mobile Seed Bank Project, an IICA-CARDI initiative designed to strengthen disaster preparedness and post-disaster agricultural recovery throughout the Caribbean. Antigua and Barbuda, together with Dominica, has been identified as a primary country of focus due to its seed production and storage capabilities.
Cabinet was advised that the project will pilot a mobile seed bank to facilitate the conservation and distribution of seeds during emergencies, while simultaneously building national technical capacity in seed and germplasm production and conservation.
The initiative also includes the digitisation of seed and planting material inventories across the region to improve traceability and quality assurance, as well as the establishment of reserve stocks of seeds and planting materials to support the rapid resumption of crop production following adverse weather events.
The Minister further reported that CARDI has already commenced seed production activities in Antigua and Barbuda, cultivating pumpkin and eggplant for seed multiplication and eventual distribution to farmers in the aftermath of natural disasters.
Additionally, Cabinet was informed of regional efforts to strengthen surveillance and response capacity for African Swine Fever (ASF), a highly contagious viral disease affecting domestic and wild pigs. Through IICA and its regional partners, Antigua and Barbuda is participating in initiatives aimed at enhancing disease surveillance, improving sample collection and laboratory capacity, and developing coordinated response mechanisms to safeguard the local and regional livestock industry.
Cabinet welcomed the progress being made through the partnership with IICA and reaffirmed the Government’s commitment to modernising agriculture, strengthening climate resilience, and ensuring that Antigua and Barbuda is better positioned to achieve food security and sustainable agricultural development.
