Cabinet on Wednesday commenced with a moving prayer offered for the Prime Minister, Members of Parliament, Cabinet Ministers, and the people of Antigua and Barbuda. The prayer was a reminder that leadership is both a privilege and a solemn responsibility, requiring wisdom, humility, and strength.
The prayer from a pastor from the Church of the Nazarene, gave thanks for God’s blessings upon Antigua and Barbuda and sought His continued mercy, favor, and protection over the nation. It called upon leaders to seek divine guidance in their decision-making and to recognize that true wisdom, understanding, and direction come from God. Prayers were offered for Prime Minister Gaston Browne, Members of Cabinet, and all public officials, asking that they be granted discernment, integrity, and a steadfast commitment to serving the people.
The prayer also emphasized the importance of national unity, peace, and spiritual renewal. It expressed the hope that divisions would be replaced by understanding, despair by hope, and that a spirit of revival would spread throughout the country. Special recognition was given to the personal sacrifices made by leaders and their families, with prayers for strength, comfort, and encouragement as they carry the burdens of public service.
The nation’s youth, families, and communities were also remembered. The prayer asked for a generation guided by faith, education, purpose, and respect, while seeking healing for broken homes, comfort for those in need, and peace across every community in Antigua and Barbuda.
Finally, prayers were offered for the nation’s economy and prosperity, with the hope that growth and development would always be accompanied by honesty, accountability, integrity, and righteousness.

The Cabinet of Antigua and Barbuda welcomed a joint presentation from the General Secretary of the Antigua and Barbuda Football Association (ABFA) and President of the Antigua and Barbuda Cricket Association regarding the historic qualification of the national Under-20 Men’s Football Team for the CONCACAF Men’s Under-20 Championship to be held in Mexico this July 24 – August 9.
Cabinet was informed that Antigua and Barbuda is the only member nation of the Organisation of Eastern Caribbean States (OECS) to qualify for the prestigious tournament and one of only three Caribbean nations to secure a place in the competition. The achievement was described as a landmark moment for football in Antigua and Barbuda and a testament to the talent, dedication, and discipline of the nation’s young athletes, coaches, and administrators.
The ABFA advised Cabinet that twenty-one young Antiguan and Barbudan footballers will represent the nation on the international stage, providing a unique opportunity to showcase the country’s sporting talent and inspire the next generation of athletes. Cabinet commended the players, coaching staff, and the Football Association for this outstanding accomplishment and expressed its full support for the team’s participation in the championship.
The Football Association also outlined its broader vision for the continued development of the sport, including plans to strengthen club football, improve infrastructure, and expand opportunities for youth participation throughout Antigua and Barbuda.
Spirited discussion on the use of the Antigua Recreation Ground (ARG) as a venue for Premier Division football were led by Sports Minister the Hon. Dwayne George . Discussions focused on the importance of ensuring that both football and cricket can successfully coexist at the historic venue while preserving its quality and functionality for national and regional competitions.
Representatives of both the Football Association and the Cricket Association acknowledged the importance of the Antigua Recreation Ground to the country’s sporting landscape and agreed that proper scheduling, maintenance, and facility management would be essential to supporting the needs of both sports. Cabinet noted that with effective planning and coordination, the venue can continue to serve as a premier facility for football while maintaining its important role in regional and international cricket.
Following extensive discussions and the expression of strongly held views by Cabinet members, Cabinet agreed that Premier League football will return to the Antigua Recreation Ground for the upcoming September to December season under a new operational framework. The arrangement will be implemented on a pilot basis to assess its effectiveness and suitability for long-term use.
Cabinet also heard recommendations regarding the establishment of a dedicated management structure for the Antigua Recreation Ground to oversee scheduling, maintenance, and operational planning. The proposal was viewed as an important step toward maximizing the use of the facility and ensuring that it remains a first-class sporting venue.
Cabinet commended both organizations for their collaborative and constructive approach and reaffirmed the Government’s commitment to the development of sport as a vehicle for youth empowerment, national pride, economic activity, and social development.
The Cabinet extends its best wishes to the national Under-20 Football Team as they prepare to represent Antigua and Barbuda in Mexico and looks forward to supporting initiatives that strengthen both football and cricket for the benefit of future generations.
2. The Cabinet of Antigua and Barbuda received an update from Prime Minister the Hon. Gaston Browne on recent discussions held with the Spanish Ambassador based in Jamaica, regarding enhanced cooperation between the Government of Spain and Antigua and Barbuda.
The discussions focused on Spain’s willingness to provide technical assistance and support to Antigua and Barbuda as the Government advances its goal of making Spanish the nation’s second language. Cabinet was informed that the initiative forms part of a broader strategy to strengthen Antigua and Barbuda’s engagement with Latin America and to position citizens to take advantage of expanded opportunities in tourism, trade, education, and international business.
Among the areas of cooperation discussed were the provision of lecturers, teaching resources, teacher training programmes, software and educational tools, and the development of short courses in Spanish. Particular emphasis was placed on training for professionals working in sectors such as tourism, hospitality, airport services, seaport operations, security, and customs.
The Prime Minister also advised Cabinet that discussions included the possibility of establishing a Spanish language and cultural institute in Antigua and Barbuda, which would serve as a hub for language instruction, cultural exchange, and educational collaboration.
Additional proposals under consideration include student exchange programmes with Spain, opportunities for Antiguan and Barbudan teachers to travel to Spain to teach English, and the provision of scholarships and other forms of technical cooperation designed to build national capacity in language education.
Cabinet was informed that Antigua and Barbuda will also explore opportunities for support from other Spanish-speaking countries in Latin America as part of a wider effort to strengthen Spanish language instruction and proficiency across the country.
Cabinet also highlighted its commitment to the initiative by leading from the front. Several senior government officials and Cabinet members are already fluent Spanish speakers, including the Hon. E.P. Chet Greene, Cabinet Secretary Konata Lee, Hon. Maria Browne and the Hon. Dwayne George, demonstrating the value of multilingualism in public service and international engagement.
The Government recognizes that Spanish is one of the most widely spoken languages in the world and that increasing Spanish-language competency among citizens will enhance Antigua and Barbuda’s competitiveness in tourism, commerce, diplomacy, and regional integration. Cabinet therefore welcomed the discussions and expressed support for continued engagement with Spain and other international partners to advance this important national objective.
The Government remains committed to equipping future generations with the linguistic skills necessary to thrive in an increasingly interconnected global economy while deepening Antigua and Barbuda’s cultural and economic ties with the wider Spanish-speaking world.
3. The Cabinet of Antigua and Barbuda received an update from Attorney General and Minister for Legal Affairs, the Hon. Sir Steadroy Benjamin, on the progress being made toward the establishment and operationalization of the Barbuda Land Registry and the Government’s ongoing preparations for the sale of Crown lands in Barbuda.
The Attorney General informed Cabinet that significant progress has been made in advancing the legal and administrative framework necessary to facilitate land registration and ownership transactions on the island. Cabinet noted the update and expressed satisfaction with the work undertaken to date.
During its deliberations, Cabinet reiterated its longstanding position that the Barbuda Council has no legal authority to sell, lease, or otherwise dispose of lands in Barbuda. Cabinet emphasized that any purported sale, lease, or transfer of land by the Barbuda Council is without legal effect and will not be recognized or honored by the Government of Antigua and Barbuda.
The Government reaffirmed its commitment to ensuring that all land transactions in Barbuda are conducted in accordance with the laws of Antigua and Barbuda and through the appropriate legal channels. Cabinet stressed that the establishment of the Barbuda Land Registry will provide greater certainty, transparency, and security in matters relating to land ownership and development.
Cabinet also reiterated that any structures erected on lands without the requisite legal authority, approvals, or permissions will be deemed illegal. In such circumstances, the Government will take the necessary enforcement action, including the demolition and removal of unauthorized structures, in accordance with the law.
The Government remains committed to promoting orderly development in Barbuda, protecting property rights, and ensuring that all land-related activities are conducted within the framework of the nation’s laws and regulations.
4. The Cabinet of Antigua and Barbuda received a comprehensive presentation from the Labour Commissioner and the Manager of the One Stop Employment Centre (OSEC) on the state of employment in Antigua and Barbuda, labour market trends, and the administration of work permit applications.
Cabinet was informed that the One Stop Employment Centre continues to serve as the primary mechanism for matching job seekers with employment opportunities in both the public and private sectors. The Centre maintains a database of thousands of job seekers and works closely with employers to advertise vacancies and identify suitably qualified Antiguans and Barbudans for available positions.
During the discussion, Cabinet examined the existing procedures governing work permit applications and emphasized the Government’s commitment to ensuring that Antiguans and Barbudans are given every reasonable opportunity to secure employment before permits are granted to non-nationals.
The Labour Commissioner advised Cabinet that employers seeking work permits are currently required to advertise vacancies and provide evidence that efforts were made to recruit locally. Cabinet, however, expressed concern that employment opportunities may not always be reaching the widest possible audience and stressed the importance of ensuring greater transparency and broader public access to vacancy announcements.
As a result, Cabinet agreed that stronger measures must be implemented to ensure that all vacancies associated with work permit applications are adequately advertised across multiple platforms. Going forward, employers will be required to provide evidence that vacancies have been advertised through recognized media outlets, including print, digital, and other approved channels, in addition to the One Stop Employment Centre’s established recruitment process.
Cabinet also encouraged the expansion of the One Stop Employment Centre’s outreach efforts through social media, digital platforms, WhatsApp distribution channels, and other modern communication tools to ensure that job opportunities are more readily accessible to job seekers throughout Antigua and Barbuda.
The discussion further highlighted the need for closer collaboration between the One Stop Employment Centre and government employment initiatives to ensure that individuals enrolled in employment and skills development programmes are made aware of opportunities available within the private sector.
Cabinet acknowledged that while there remains a demand for specialized skills in certain sectors, employers must continue to demonstrate genuine efforts to recruit qualified nationals before seeking approval to employ foreign workers. Cabinet reaffirmed that the work permit system must strike an appropriate balance between supporting economic growth and protecting employment opportunities for Antiguans and Barbudans.
The Labour Commissioner also advised Cabinet that additional scrutiny is being applied to certain categories of work permit applications, including domestic worker requests, to ensure that applications are justified and that employers possess the financial capacity to meet their obligations.
Cabinet reaffirmed its commitment to reducing unemployment, expanding workforce participation, improving access to employment opportunities, and ensuring that the labour market operates in a fair, transparent, and equitable manner for all citizens and residents of Antigua and Barbuda.
5. The Cabinet of Antigua and Barbuda received an update from the Hon. Minister for Agriculture on the outcomes of his recent official visit to Japan, where he participated in a series of high-level meetings aimed at strengthening cooperation between Antigua and Barbuda and Japan in the areas of agriculture, fisheries, marine conservation, education, and sustainable development.
The Minister reported that the delegation held productive discussions with senior Japanese officials, including representatives of Japan’s Ministry of Foreign Affairs. Among the key matters discussed was the possibility of securing technical and financial assistance for the refurbishment and modernization of Antigua and Barbuda’s fisheries infrastructure. Japanese officials provided guidance on the appropriate channels through which Antigua and Barbuda may pursue grant funding and technical cooperation opportunities, including engagement with Japan’s diplomatic representatives in the region.
Cabinet was further informed that discussions also focused on support for the modernization of fish and vegetable markets and related facilities, with a view to improving food security, strengthening value chains, and enhancing opportunities for local producers and vendors.
The Minister advised Cabinet that the delegation also met with representatives of the Sasakawa Peace Foundation and affiliated organizations, which have a longstanding history of supporting marine and fisheries initiatives throughout the Caribbean and other developing regions. Discussions explored potential collaboration in addressing the growing challenge posed by sargassum seaweed, including the possible establishment of a seaweed management and processing facility in Antigua and Barbuda. Cabinet noted that such an initiative could provide both environmental and economic benefits while helping to mitigate the adverse impacts of sargassum on coastal communities and the tourism sector.
The Minister also highlighted discussions surrounding educational and cultural exchanges between Antigua and Barbuda and Japan. Japanese officials expressed interest in expanding opportunities for student exchange programmes and fostering stronger academic partnerships between institutions in both countries. Cabinet welcomed these discussions and noted the potential benefits of greater educational cooperation, particularly in areas related to marine sciences, agriculture, technology, and innovation.
Cabinet further noted that discussions in Japan underscored the importance of sustainable ocean management, marine conservation, and strengthening legal and policy frameworks that support investment in the blue economy. The Government of Antigua and Barbuda remains committed to advancing policies that protect marine resources while creating new opportunities for sustainable economic growth.
Cabinet welcomed the positive outcomes of the visit and expressed confidence that the relationships established and strengthened during the mission will contribute to enhanced cooperation between Antigua and Barbuda and Japan, yielding tangible benefits for the people of Antigua and Barbuda in the years ahead.
6. The Cabinet of Antigua and Barbuda received a comprehensive update from the High Commissioner of Antigua and Barbuda to the United Kingdom and the Director General within the Ministry of Foreign Affairs on the country’s preparations to host the 2026 Commonwealth Heads of Government Meeting (CHOGM).
Cabinet was informed that preparations continue to advance steadily across all major areas of planning, logistics, security, transportation, accommodation, protocol, and event management. The officials reported that international interest in CHOGM 2026 remains exceptionally strong, with several delegations having already finalized accommodation arrangements and numerous others completing their booking and travel plans.
The Cabinet was advised that a significant number of Heads of Government and senior representatives from across the Commonwealth are expected to attend, making Antigua and Barbuda the center of global attention during the summit. In addition to Commonwealth leaders, invitations have generated positive responses from several international organizations and development partners, including senior representatives from major multilateral institutions.
Cabinet welcomed reports that Antigua and Barbuda has secured substantial international support for the successful hosting of the summit. Partner countries have committed assistance in areas including transportation, security, cybersecurity, accreditation systems, technical expertise, equipment, and logistical support. Cabinet noted that this cooperation reflects the confidence of the international community in Antigua and Barbuda’s ability to successfully host one of the most significant diplomatic gatherings in the Commonwealth.
The officials further advised that airlines serving Antigua and Barbuda have been engaged to provide additional capacity and scheduling flexibility to accommodate the anticipated influx of delegates and visitors. Cabinet also noted that arrangements are progressing to ensure the availability of adequate transportation services, accommodations, communications infrastructure, and emergency response capabilities throughout the duration of the event.
Cabinet was informed that more than 800 individuals have expressed interest in serving as volunteers, while over 130 Delegation Liaison Officers have already been identified to provide direct support to visiting delegations. Training programmes for volunteers and support personnel will continue in the coming months to ensure the highest standards of service and professionalism.
The Cabinet also received updates on preparations for the Commonwealth Youth Forum, Women’s Forum, Business Forum, and other associated events that will take place alongside the leaders’ summit. Officials reported that private sector stakeholders have demonstrated strong support for the event, contributing resources and services that will enhance the overall experience for visiting delegates and guests.
Particular emphasis was placed on security planning, including cybersecurity, venue security, transportation security, and confidentiality protocols. Cabinet was advised that robust measures are being implemented in collaboration with regional and international partners to ensure the safety and security of all participants.
The Cabinet further noted ongoing coordination among government ministries, statutory agencies, educational institutions, healthcare providers, emergency services, and utility providers to ensure a seamless and successful hosting of the event. Infrastructure improvements, venue enhancements, roadworks, beautification projects, and technology upgrades are progressing in accordance with established timelines.
Cabinet expressed satisfaction with the progress achieved to date and commended the National CHOGM Secretariat, the Ministry of Foreign Affairs, and all stakeholders involved in the planning process. Cabinet reiterated that hosting CHOGM 2026 represents a historic opportunity to showcase Antigua and Barbuda’s leadership, hospitality, culture, and investment potential to the world.
The Cabinet remains confident that Antigua and Barbuda will successfully deliver a world-class Commonwealth Heads of Government Meeting that will leave a lasting legacy for the nation while strengthening its international profile and creating significant economic and developmental opportunities for its people.
7. Cabinet welcomed the comprehensive legislative agenda that will be advanced in the House of Representatives on Monday, 16 June 2026, describing the measures as significant steps toward strengthening Antigua and Barbuda’s legal framework, enhancing public safety, modernizing governance, improving public health, and deepening international cooperation.
Cabinet noted the introduction of several important bills for their first reading, including the Citizenship by Investment (Amendment) Bill, 2026; the Sexual Offences Bill, 2026; the Theft Bill, 2026; the Voluntary Bill of Indictment Bill, 2026; the Plea Negotiations and Agreement Bill, 2026; the Cannabis (Amendment) Bill, 2026; the Workplace Violence and Harassment (Prevention) Bill, 2026; the Mental Health Bill, 2026; and the Medical Laboratories Bill, 2026.
The Government views these measures as critical components of its ongoing programme of legislative reform aimed at modernizing the justice system, improving workplace protections, strengthening healthcare regulation, and ensuring that Antigua and Barbuda’s laws remain responsive to contemporary realities.
Cabinet also welcomed the advancement of several bills through their second and third readings, including the Fatal Accidents Bill, the Magistrates Code of Procedure (Amendment) Bill, the Electronic Crimes (Amendment) Bill, the Voluntary Bill of Indictment Bill, and the Plea Negotiations and Agreement Bill. These reforms are expected to improve the administration of justice, enhance protections for citizens, and provide greater efficiency within the legal system.
In the area of border security and immigration management, Cabinet noted the progress of the Immigration and Passport (Amendment) Bill and the Advanced Passenger Information and Passenger Name Record Bill. These measures will strengthen Antigua and Barbuda’s ability to manage migration, improve border security, and align national systems with international best practices.
Cabinet further welcomed the proposed resolutions ratifying several international agreements and treaties. These included agreements providing for mutual visa exemptions and enhanced travel facilitation between Antigua and Barbuda and the Republic of Kenya, the Republic of Benin, the Republic of Ghana, the Republic of Rwanda, and the United Arab Emirates for diplomatic and official passport holders. Cabinet noted that these agreements will strengthen diplomatic relations, facilitate business and tourism exchanges, and support Antigua and Barbuda’s foreign policy objectives.
Additionally, Cabinet welcomed the ratification of the amendment to the Constitution of the International Labour Organization (ILO), reaffirming Antigua and Barbuda’s commitment to international labour standards and cooperation. Cabinet also noted the ratification of amendments to the Convention on International Civil Aviation, which will further strengthen the country’s engagement within the global aviation community.
